This policy brief was authored by David Skully, a trade policy specialist currently teaching at Jagiellonian University in Krakow, Poland. Dr. Skully served as an economist with USDA’s Economic Research Service (1980-2005) and was a Senior Fulbright Scholar in Bangladesh (2006-2007). The author gratefully acknowledges helpful comments from IPC members Mike Gifford, Rolf Moehler, and James Starkey, and the project development and guidance provided by IPC’s Chief Executive Charlotte Hebebrand.
